DELEGATES MEETING HIGHLIGHTS • April 27, 2022 • VALENCIA SHORES
MEETING DEDICATION
• The meeting was dedicated by the PBC Fire Rescue Honor Guard and PBC Firefighters Pipes and Drums. Barbara Katz, Past President and Valencia Shores Delegate was remembered for her many contributions.
SPECIAL PRESENTATION – PBSO COLONEL ROBERT ALLEN AND MAJOR CHRIS KEANE
• Described the units that make up PBSO. On behalf of
Sheriff Bradshaw, thanked President Rappaport for her leadership and presented her with flowers.
HOST COMMUNITY WELCOME – VALENCIA SHORES
• Beth Rappaport thanked Valencia Shores for their hospitality and support, including the Audio Visual and Government Affairs Committees and all those who assisted with the set-up and floral arrangements.
• Joel Cohen, COBWRA Delegate, and Larry Schleyer, President, welcomed COBWRA and thanked the community volunteers and property manager.
ELECTED OFFICIALS’ REPORTS
SENATOR LORI BERMAN, REP. JOE CASELLO, REP. KELLY SKIDMORE and REP. MATT WILLHITE
• Thanked outgoing Pres. Rappaport, Officers and
Directors for their service and relationship with legislators. Noted the new Congressional Map, adopted by the legislature, is being challenged in court. A Special Session in May will address reinsurance, property insurance, related regulations and Surfside safety issues.
PBC MAYOR ROBERT WEINROTH, VICE-MAYOR GREGG WEISS, AND COUNTY COMMISSIONERS DAVE KERNER, MARIA SACHS, MELISSA MCKINLAY AND MACK BERNARD
• Thanked COBWRA for its contribution to PBC and Beth
Rappaport for her hard work and leadership.
• Due to redistricting, Vice-Mayor Gregg Weiss and
Commissioner McKinlay’s Districts now include COBWRA communities. They are looking forward to working with COBWRA.
CLERK AND COMPTROLLER JOE ABRUZZO
• Noted how COBWRA has shaped the West Boynton Community, making it a safe place to live.
SCHOOL BOARD VICE-CHAIR KAREN BRILL
• Is excited about the new Middle School near Sunset Palms Elementary. Explained that Beth Rappaport is on Principal Selection Committee and Steve Wallace is on the Boundaries Committee.

• A paper shredding event date is to be determined. They
are focused on traffic issues and community engagement. He introduced VAST Capt. Herb Rein who spoke about the prevalence of scams. Contact him for community presentations at ReinH@pbso.org or (516) 220-8342.
PBC FIRE RESCUE COMMUNITY RELATIONS - TONY KEELER
• Thanked Beth and COBWRA. Introduced new District 4 Battalion Chief Bill Stansbury.
DISTRICT 4 BATTALION CHIEF BILL STANSBURY
• Is honored to be the new District Chief and the Co-Chair of the Transportation Comm., as a COBWRA resident.
SUPERINTENDENT OF SCHOOLS – BETH RAPPAPORT ON BEHALF OF MICHAEL J. BURKE
• Sarah Mooney will be sworn in May 4 as Chief of School
Police and School District Security.
• Virtual information meetings were recently held for the
new West Boynton Middle School and new Western
Lake Worth High School. Both are opening August 2023.
• The first Haitian Creole Dual Language Program will
begin August 2022 at Rolling Green Elementary School.
OUTGOING PRESIDENT’S REMARKS – BETH RAPPAPORT
• Thanked the many people who have supported her and honored the outgoing Board with plaques. Her main priorities as President were to increase awareness of what community associations can do to further public safety initiatives, and to highlight the work of our committees and board members. She and the Past Presidents presented Steve Wallace with the historical collection of COBWRA gavels and contributed a crystal one to the collection.
MASTER OF CEREMONIES COMMENTS– ANDRE FLADELL
• Lightheartedly ribbed COBWRA Past Presidents and Elected Officials as he navigated the Installation of the 2022-2023 COBWRA Board. Mayor Weinroth, and Commissioners Sachs and Kerner, along with Clerk Abruzzo administered the Oath of Office to: President- Steve Wallace, 1st VP - Barbara Roth, 2nd VP - Debbie Murphy, Treasurer - Robert Harding, Secretary - Cheryl Dodes and Directors – Michael Chapnick, Craig Ditman, Victoria Morton, Myrna Rosoff and Linda Wilson.
PRESIDENT’S REMARKS – STEVE WALLACE
• Thanked Valencia Shores, reviewed COBWRA’s history, and mission. COBWRA supports smart, thoughtful growth, and is not anti-development. He emphasized that the COBWRA area and PBC needs infrastructure such as roads, libraries, and schools before developments are built. Environmental resources must be protected and PBC need a variety of community types in addition to gated, to serve the needs of the public.
